Base64 with RFC 4648's alphabet (§4), + and /, padded with = to a multiple of four.

Returns bytes as padded Base64 text.

pub static fn decode(s: StringView): uint8[] throws EncodingError

Returns the bytes that the padded Base64 text s encodes.

Errors

Throws EncodingError when the length is not a multiple of four, a character is not a digit of the alphabet, or the bits past the last byte are not zero.
