Silences a lint where this attribute stands.

@Allow("unused-variable") on a declaration, or on the module's head, silences the lint inside it: a lint by its name or its code, a group ("unused"), or "warnings" for all. An @Allow that silences nothing warns itself (useless-allow). The manifest's [lints] allow does it for the package.
